Chinese companies to build hydro-power plants for Nigeria


LAGOS - Two Chinese firms on Tuesday officially commenced the construction of 700 megawatts (MW) Zungeru Hydroelectric Power Plant in Nigeria.
The plant, located in central north Niger State, is expected to be completed in 2017 and is being constructed by China-based consortium of Sinohydro Corporation Ltd and Chinese National Electric Engineering Co (CNEEC).
Both Chinese firms signed the Engineering procurement construction (EPC) contract with the federal ministry of power to complete the project by the end of 2017.
President Goodluck Jonathan said at the ceremony that the hydro dam project when constructed would generate 700 megawatts of electricity for the country.
The Zungeru Hydro Electricity Power Project was conceived in 1982, but due to constraints of funds the construction work could not commence.
The president said the $1.29 billion power plant would be the largest power plant to be built by this administration.
The project when completed would open new frontiers to drive the socioeconomic transformation of the entire country to another level.
The government has been pursuing a strategy to develop hydro- power projects to meet the desperate demand for electricity.
The Nigerian government approved the project in 2012 in order to obtain more electricity, help maintain appropriate power price and promote economic growth and development of the country.

The family of one man accused of savagely butchering a British soldier apologized for the senseless murder.
As Michael Adebolajo, 28, recovers in a London hospital, his family released a statement expressing “profound shame and distress” and offered “heartfelt condolences” to dead soldier Lee Rigby‘s family.
This statement was released shortly after fellow suspect Michael Adebowale, 22, was discharged from the hospital and taken into custody at a south London police station on suspicion of attempted murder of a police officer.

Rigby, a 25-year-old military drummer, was hacked to death with knives and meat cleavers near the Woolwich Barracks in south east London. By mid-2014, Rigby’s name will be added to Britain’s Armed Forces Memorial in Staffordshire for members of the Armed Forced killed in terrorist attacks since World War II.
Domestic security intelligence agency MI5 knew of both suspects before the incident.Scotland Yard announced that the Metropolitan Police Service Counter Terrorism Commandwill interrogate Adebowale.
Detectives have since arrested 10 people in connection with the incident, including a 50-year-old man, according to Sky News.
The murder sparked activity among the English Defence League (EDL), a far-right protest group that wants the British government to take more severe actions against Islamist groups. Group members descended upon Downing Street chanting Rigby’s name Monday but Help for Heroes, an Armed Forces charity, said it will not accept any donations from the EDL.

UNIABUJA: Audit panel has 4 weeks to submit report



The five-member audit panel constituted by the Federal Government to ascertain the numerical strength of staff and students of the University of Abuja (UNIABUJA) as well as determine the appropriateness
of their appointment and admission have been giving four weeks to submit its report.
 The pro chancellor and chairman of council of the university, Dr Samuel Ogbemudia, announced this when he inaugurated the panel as recommended by the National Universities Commission (NUC).
The audit which did not include internal members of council, is expected to follow the terms of reference of the panel as developed by the NUC which includes, accurate number of academic staff and the regularity of their appointments,qualifications and dates obtained and appropriateness of the total number of staff and postings.
Others include, productivity and career progression, number of students, the regularity of the admission and their different programmes/ courses, recommendations for improvement in future appointment of staff and admission of students as well as recommendations on any other issue the panel considers relevant to its assignment.
Dr Ogbemudia revealed that this exercise will help the management of the institution to carry out its responsibilities to the institution, saying 'planning without statistics is as good as failure to plan'.
'In a university, planning with inadequate or false statistics is worse than planlessness'. He therefore enjoined the panel to work towards the expectations of the government and come out with accurate number of staff and students of the institution.
He congratulated the Federal Government on its decision to produce one mega university in each of the six geo-political zones of the country.
Members of the panel include Prof Abdullahi Ribadu who is chairman, Prof Anthony Adegbulugbe, Prof Ediga Agbo, Hajiya Aisha Babangida and Dr Godswill Ogboghodo who serves as secretary.

Nasarawa Killings: My ‘God’ Killed Policemen - Ombatse Leader



A new twist has been added to circumstances leading to the brutal killings of security operatives in the remote Alakyo village in Nassarawa State, as the chief priest of the Eggon ethnic group’s deity, Ombatse, Ala Agu, popularly known as “Baba Alakyo”, yesterday declared that his “god” was responsible for the killings of the policemen and not an ambush by Ombatse adherents as popularly bandied.
The Ombatse leader stated this yesterday in the Eggon ethnic dialect through an interpreter. The spiritual head spoke when Senator Solomon Ewuga representing Nasarawa North, who led some select journalists, visited Alakyo village for an on-the-spot assessment of the security situation. He said that he did not know how the security operatives died even though he was informed that they were instructed to come and kill him.

The Ombatse chief priest added that he was in a nearby village on the day of the attack. Baba Alakyo also boasted that he was ready to honour any police invitation but claimed that nobody had invited him.
“When they (security operatives) came, because they were themselves drunk, my god did not allow them to come to me and they died on the way,” the priest told journalists in his house in Alakyo on Wednesday.
Baba Alakyo further claimed that Nasarawa State governor Tanko Al-Makura sent security operatives to “behead” him but he was saved by his “god”.
According to Baba Alakyo: “I am grateful for your coming, Senator. I am very, very grateful for your coming. Even if the Senator did not come here, I had intended to go and see him in his house but since he is here, I am very grateful.
“It is the governor that asked the people (security operatives) to come here and arrest me, cut my head and take my head to him.
“The question I ask is, has the governor ever invited me and I refused to go? But he sent people to come and kill me and to destroy Alakyo as a whole. That is just what it is.”
The chief priest also denied forcing anybody to be initiated into Ombatse or forcing people to drink any fetish concoction as widely reported. “If I ever opened my mouth to force anybody to take oath, God should punish me,” he stated.
On the reported political undertone of the attacks, he said: “If you are talking about politics, it does not bother me. I don’t even understand Hausa language. Politics is not for me because I am not a politician. Politics is for politicians but I hear that the time for politicking has not even come.”
According to Nassarawa state government sources, Ombatse which it tags a “cult” had on May 7 killed 56 security operatives - 46 policemen and 10 personnel of the State Security Service - who were part of a team sent to arrest the leader of the group.
Senator Ewuga told newsmen that his decision to tour the affected area was because the incident bordered on a “matter of national relevance”.
The president, Eggon Cultural Development Association (ECDA), Mr Chris Mamman, reiterated his earlier call for  a federal government judicial commission of inquiry to unravel the true account of what occurred before and on the ill-fated day.
LEADERSHIP counted eight charred police vehicles at the entrance of Alakyo. The village is largely agrarian with no sign of government presence. Twenty mud houses with no electricity and pipe-borne water were seen. It has a two-room dilapidated primary school that belongs to the United Baptist Church.
Ombatse (meaning “Time Has Come”): A Profile
Going by a local monitored report, little was known of Ombatse’s existence before 2011. Shrines of Eggon origin, where the adherents go for initiations and worship,  have existed since time immemorial and have been passed on from one generation to another.
The shrines have played host to politicians, businessmen, athletes, artistes and other persons of African descent for a long period, further inquiries have shown. Many say politicians across Africa have always poured in to seek powers, especially at election periods.
Ombatse, Eggon for “time has come”, is said to be born out of these traditions handed to the Eggons by their ancestors.
Little is known about Baba Alakyo, the 72-year old chief priest. Same for other leaders of Ombatse, especially as the government outlawed the group.
ECDA national president Chris Enva Mamman speaks for all Eggons. The 1984 graduate of Sociology, Ahmadu Bello University (ABU), Zaria, became the Eggon cultural leader in September last year, but the association was formed in 1972.
Eggon Leaders Fuelling Ombatse Insurgence – Al-Makura
Nasarawa State governor Tanko Al-Makura  has blamed the incessant cases of ethnic insurgency in the state by the Ombatse militia group on the irresponsible dispositions of some Eggon leaders whose tacit defence and justification of the insurgency has given the public impression of their implied endorsement of their actions or, worse still, probable sponsorship.
Al-Makura wondered why no prominent leader of Eggon nation has come forth to condemn the barbaric act that was visited on the over 100 policemen and their families on May 7, 2013, in Alakyo village which left over 90 of them dead.
The governor made this remark when he played host to members of the former Lafia Division Elders Consultative Forum who paid him a courtesy call in his office to commiserate with him on the unfortunate Alkyo incident.
He said violence is not a potent means of achieving any viable political goal which largely depends on divine provision and the will of the people.

He lamented that the leadership of the Eggon Cultural Development Association, ECDA, has been prevaricating on how to seek a final solution to the insurgency, saying even when the paramount ruler of the Eggon nation, the Aren Eggon, HRH Bala Angbazo, invited the high priest of the Ombatse group, Lega Agu, to find a way of resolving the security dilemma he shunned the invitation.

Speaking earlier, the leader of the delegation, Hassan Mohammed Liman (SAN), blamed the culture of impunity being witnessed in the state on the failure of government and the relevant security agencies to implement the recommendations of the previous commissions of inquiry set up to investigate preceding Ombatse incursions in the state.
Liman, who warned of an imminent food shortage if the sporadic communal violence in the state is not addressed, called on Governor Almakura to promptly ensure that the recommendations of the judicial panels of inquiry on Assakio and Agyaragu communal unrests are fully implemented. He also called on the Nasarawa State government and the high command of the Nigeria Police to make sure that the perpetrators of the Alakyo killings are identified and dealt with to restore public confidence and serve as a deterrent to would-be insurgents.

The House of Representatives has insisted that the Director-General of the Securities and Exchange Commission, SEC, Ms. Arunma Oteh, must be removed before the National Assembly could have no dealings with the agency.
The House also warned that the 2013 budget proposal for the commission would not be approved.
The House reiterated the call for her sack yesterday through its spokesman, Hon. Zakari Muhammed (PDP-Kwara).
Muhammed was represented at a press briefing on Oteh and other issues by his Deputy, Hon. Victor Afam Ogene (APGA-Anambra).
“We made our findings and nobody has faulted those findings because they are based on law that says you must have certain (15 cognate) years of experience in the capital market for you to head the SEC and nobody has faulted that.

“On June 19, the House of Representatives unanimously adopted a motion on the security situation and one of the prayers of that motion was to invite, not summon Mr. President and other heads of security agencies to interface with the House in a closed session because security is not what you discuss in the open. Our concern was the security and well-being of the Nigerian people.
“We are worried by the mounting security situation.
However, if you sleep in your house and invite a visitor, you cannot complain that the visitor is taking too long because you are in your house. So you keep waiting until the visitor comes.
“But like every other Nigerian, we are worried that the security situation, instead of getting better, is worsening.
“Maybe there is something Mr. President knows that we don’t know, but we feel that as representatives of the people, there are things that each member in the different areas that are embattled would have to say to help the situation.

Former Prime Minister of Britain, Tony Blair, has declared that Nigeria’s incessant religious crises will end only if the nation’s politicians are ready to be leaders rather than politicians. Blair made the declaration yesterday in Abuja after President Goodluck Jonathan said that some of the religious tension in the country were politically motivated.
Speaking at the launching of a Faith Foundationled programme to encourage religious reconciliation between Christians and Muslims organised by the Tony Blair Faith Foundation, Jonathan noted that young people in the country were being seduced by false prophets and led into the path of violence and hatred.
He advised religious leaders to ensure that religion was not misused or abused to justify violence. Although Jonathan was in Pakistan yesterday, he spoke through the Minister of Housing and Urban Development, Annan Pepple. In a brief remark read on behalf of Jonathan by Pepple, the president said: “Inter –religious dialogue is already playing an important role in our society.
The Federal Government continues to promote religious harmony by constantly engaging the Nigerian Inter-Religious Council, jointly chaired by the President of Christian Association of Nigeria (CAN) and the Sultan of Sokoto. “While progress on this front is satisfactory, it must be pointed out that some of the religious tensions in the country are politically motivated. “We must now use both platforms to call on all believers to reject religiously anchored violence, advance tolerance, and promote mutual understanding.”
The president also emphasises the imperatives of dialogue as part of efforts to create peace and advance development. Founder of the Tony Blair Faith Foundation and former Prime Minister of Britain, Mr Tony Blair, said Nigerian politicians had to choose whether they wanted to be leaders or politicians. He pointed out that leadership was required to tackle the challenges fac-ing the country. He said, “My foundation and I are deeply committed to addressing the challenges of religious reconciliation in Nigeria.”
According to him, understanding and respecting different faiths is central to securing sustainable peace, particularly where those who seek to misuse religion for violent ends aim to destroy it.”
He said that the foundation would be working with the Archbishop of Canterbury Designate, Bishop Justin Welby, towards healing the rifts and divisions amongst faiths in Nigeria in order to bring unity and peaceful co-existence to the Nigerian people.
Also speaking at the event, the President of CAN, Pastor Ayo Oritsejafor, while thanking Blair for the initiatives said that the solution to religious violence lay with Nigerians themselves. He said there was no alternative to dialogue to resolve the crises. He however, said that dialogue must be progressive with set objectives achievable within stipulated time.
He said that the Sultan of Sokoto, Abubakar Saad and him had the understanding of what needed to be done but however said that the challenge was for them to pass the understanding to their followers. In his remarks, the Sultan of Sokoto called on Nigerians to embrace peace. He noted that those who engaged in religious violence were in the minority adding that majority of the Nigerian people were peace loving and non-violent.
While expressing confidence in the ability of Nigerians to resolve the crisis in the country, he appealed to all Nigerians to choose peace. In his contribution, an Anglican Primate, Right Reverend Nicholas Okoh said that religion had become victim in the hands of political predators. He said that religion had been misused and abused by politicians adding that the greatest task before religious leaders was how to rescue religion from the hands of politicians.

Joint Task Force (JTF) in Borno State said today that about 120
members of the Islamic terror group, Boko Haram have been arrested in Maiduguri, the state capital, as they were finalising the burial ceremony of one of their commanders who died in an encounter with soldiers.

The Defence spokesman, Brigadier General Chris Olukolade, in a press statement disclosed that the arrested insurgents were in the custody of the Joint Task Force (JTF) where they were being interrogated.

He said the Special Forces had now secured the environs of New Marte, Hausari, Krenoa, Wulgo and Chikun Ngulalo, all in Borno state, after destroying all the terrorists’ camps sited in these localities.

The statement said that the troops were already interacting with
locals and citizens assuring them of their safety and freedom from the activities of insurgents.

Brigadier General Olukolade said terrorists fleeing towards Chad and Niger Republic are being contained by the Multi-National Joint Task Force in various locations at the border.

Gen Olukolade said during the raid on terrorist camps, the troops observed a few shallow graves believed to be those of hurriedly buried members.

People Who Are Talking About War In Democratic Times Are Not Democrats —Col Umar Replies Asari Dokubo

In his contribution, Col Abubakar Umar said that solving the insecurity issue in Nigeria is a collective responsibility of government and every Nigerian.
Abubakar Umar According to him, “Tackling serious insecurity challenge should not just be looked at only from the government’s perspective. All Nigerians must put hands on deck to solve this problem.
“The insecurity in the North Eastern part of Nigeria, the kidnappings in the South East, the resurgence of the militancy in the Niger Delta and of course the kidnappings in the South West. All these are indications of a country moving towards collapse or a failed state. Coupled with that is the kind of politics going on now, the politics of intimidation, tenure for office at all cost. Politicians are not giving us any hope and this is just an indication that there might be serious crisis by 2015”, he added.
On how this problem would play out in the 2015 elections, he said, “Expectations have been raised both for the governing party and the new opposition. These expectations are not going to be less. I can see what the situation would be if expectations are not met in 2015.
This is the reason why politicians should be careful of statements that are capable of overheating the polity. It will be wise for politicians to begin to think of how this county will survive rather than thinking of winning elections”, he continued.
On the killing of police officers in Nasarawa, he said, “It is scary that 120 policemen can be killed within a few hours. It is either that the policemen were not well-trained or they were not well-equipped to meet this kind of insurgences that are happening in the country or both.
“I believe they are not well trained and equipped which the government of this country must look into holistically. I cannot imagine how a militia group can surpass the police and ambush 120 policemen within a few hours. It is more trouble when you know that the insurgents are using charms. So, government must look at this problem especially in the Northern part of the country.
“Apart from that, the Fulani/Tiv rift and the Bama clash had become a major threat in the country and I have not seen enough efforts being made so that these kinds of occurrences are averted. There should be a deliberate effort by all states government especially in the North to make sure they create ways for Fulanis so as not to trespass into farmlands”, he further stated
Reacting to the rift between Northern Elders and Niger Delta Militants, he said, “I do not see why the North should react to Asari Dokubo’s words. By now, people should understand the tactics employed by people like Asari Dokubo. People who are talking about war under democracy are not democrats. In fact, there is no problem between the Niger Delta and the Northerners as we should know.
“It is the political opportunists that are thinking of this kind of issue and those who are looking forward to positions in the forthcoming elections.
“It is totally unnecessary. I think Nigerians must love one another and they must see this country as a united entity and be working towards its stability for the good of all,not this optimistic warfare or execution that will not serve the best interest of the country.
“If Nigeria should disintegrate, even the Niger Delta that has enough oil will suffer serious consequences of instability as well as the North. With this understanding, there is no point engaging in war of words.
“We should all pull back and think of a better country. If Jonathan deserves to win in the forthcoming election, then it will depend on his performances in governing this country in the last six years. I think, the politics of do or die is not in the best interest of this country”, he added.

Explosion Rocks Gen. Buhari’s Hometown In Katsina

Explosion and sporadic gunshots rocked the quiet town of Daura, Katsina state, home town of opposition leader, Muhammadu Buhari, Thursday night.
The attack started at about 10 p.m. and was still ongoing one hour later. Witnesses said the attackers brought down police station and robbed banks and homes.
Some residents said the attack started around Daura Motel in the city centre before the attackers moved against banks and a police station.
Another witness said the attackers freed detainees at the police station in the town and then threw explosions at the station and prison.
It is unclear if the attackers are members of the extremist Boko Haram sect that has been terrorizing northern Nigeria since 2009.
The attack comes barely 48 hours after President Goodluck Jonathan declared a state of emergency in three northern states — Borno, Yobe and Adamawa.
Katsina, also home to late Umaru Musa Yar’Adua, under whose watch the Boko Haram sect transformed to a terror organization, has managed to remain insulated from the security crises in northern Nigeria.
The police in Katsina were unreachable for comments Thursday night.

Bola Tinubu Says State Of Emergency Merely A Ruse For 2015





Asiwaju Bola Ahmed Tinubu, chairman of the Action Congress of Nigeria (ACN), on Wednesday described the declaration of a State of Emergency in Borno, Yobe and Adamawa States by President Goodluck Jonathan as a dangerous trend in the art of governance and a deliberate ploy to subvert constitutional democracy.
“It is now abundantly clear that President Jonathan has finally bared his fangs confirming what was widely speculated,” he said in a press statement, stressing that by the action, Mr. Jonathan has intimidated and emasculated the governors of these States.
Tinubu said that keen observers have been left with the unmistakable conclusion of the existence of a surreptitious but barely disguised intention to muzzle the elected governments of these states for what is clearly a display of unpardonable mediocrity and diabolic partisanship geared towards 2015.
“Borno and Yobe states have been literally under armies of occupation with the attendant excruciating hardship experienced daily by the indigenes and residents of these areas. This government now wants to use the excuse of the security challenges faced by the Governors to remove them from the states considered hostile to the 2015 PDP/Jonathan project.”
He warned that the administration is in effect setting in motion a chain of events the end of which nobody can predict, as actions such as this one often give root to radical ideologies and extremist tendencies that are a direct opposite of the intended outcome of unwarranted and unintelligent meddlesomeness.
“The present scenario playing out in the country reminds one of the classical case of a mediocre craftsman who continually blames the tools of his trade for his serial failure but refuses to look at his pitiable state with a view to adjusting,” he said.
Chief Tinubu further warned that Jonathan’s pronouncement, which seeks to abridge or has the potential of totally scuttling the constitutional functions of Governors and other elected representatives of the people, will be counterproductive in the long run.
“A State of Emergency already exists in the states where JTF operates,” he pointed out, noting that residents of the affected communities live in constant fear and their rights are violated with impunity under the guise of searching for terrorists in their respective domains.
“Hiding under some nebulous claims which border on the intractability of the security challenges posed by Boko Haram or some acclaimed traditionalists who have killed some policemen to render ineffective the constitutional powers vested in elected Governors and other representatives of the people, perceived as not amenable to manipulation for the 2015 project amounts to reducing serious issues bordering on the survival of the country to partisan politics,” he said.
The ACN chieftain called on all those who love Nigeria genuinely to advise the federal government not to tinker with the mandates of the governors of Borno, Yobe and Adamawa under any guise, calling it a “potentially destructive” path to take.
“If security of a society is about the protection of lives and property of the citizenry, the involvement of the people is a sine qua non to effective intelligence gathering,” the statement said.  “Any measures put in place which alienate the people, in particular their elected representatives, should be considered as fundamentally defective by every right thinking person in the country.”

BREAKING NEWS: BOKO HARAM INSURGENTS KILLED AS ATTACK HELICOPTERS AND JETS STRAFF INSURGENT HIDEOUT


Quoting an unnamed military spokesman, Tim Cocks, Chief Correspondent of Reuters in Nigeria has just reported that following bombardments of their hideouts by military attack helicopters and jets "a number of insurgents" have been killed in Borno state. There has been a "massive" surge in troops and armoury to the Northeast of Nigeria after Nigerian President Jonathan declared a State of Emergency in three of his nation's states, namely Borno (which is the heartland of the radical Islamic terrorist sect, Boko Haram which has sparked off an insurgency in the West African nation), Yobe and Adamawa state which is ruled by his own Peoples Democratic Party.
The military did not however say how many insurgents were killed but the Associated Press reports that at least 21 people were killed.
The bombardment took place at a forest reserve known as Sambisa. The AP quoted a military official as telling them 'we are not going to leave the forest until it's over'.

Extract from AREWA press statement addressing the JTF military action on Niger Delta Militants, during the Yaradua Admin in June 2009, signed by ACF National Publicity Secretary, Mr. Anthony Sani,

“The ACF observed the increase in the insurgent activities of the militants in the Niger Delta region and the corresponding responses by the JTF of the Armed Forces. Nobody with his right head, with a heart and with patriotic courage, can withhold support for JTF, and thus, for the Federal Government over the current campaigns against the militants for the express purpose of bringing the situation under effective control.

“No responsible government can afford to fold its hands and watch a few misguided elements of its citizens hold the nation, including their own people and communities, to ransom.

“More depressing, the will of the Armed Forces is being challenged when their members are killed in the course of their national assignment. In such circumstances, government cannot reasonably be expected to shirk in its responsibility of maintaining law and order. Hence the recent campaigns by the Operation Restore Hope by the military, aimed at ridding the Niger Delta region of criminal activities of the militants.

“The campaigns must necessarily come with collateral damages, the JTF must maintain at its possible minimum.

“This is how the current actions of the military in the Niger Delta should be viewed by all ‘fair-minded’ individuals with ‘patriotic courage.”
